Regional Climate Services Co-production Project Manager, WISER Support to ICPAC Project
The Regional Climate Services Co-Production Project Manager is primarily responsible for providing overall project management and technical support to CARE’s deliverables under the W2- SIP consortium project. The position will work closely with the consortium of partners (ICPAC, NCSU, IRI ENACTS, UK Met Office), with the targeted networks and platforms (IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI), Food Security and Nutrition Working Group (FSNWG), Greater Horn of Africa Climate Outlook Forum (GHACOF), Kenya National Meteorological and Hydrological Services (NMHS) and with other regional initiatives and WISER projects) to facilitate the co-development and coproduction process of relevant climate products and services. A major aspect of this role will be to support improving ICPAC’s capacity and role in facilitating dialogue and linkages between providers and users of climate services and information to ensure that user needs are met. This will contribute to better decision making and planning as information provided will actionable. Another key aspect of the position will be to oversee the Coproduction Capacity Building Officer to ensure that effective capacity is being built at ICPAC around co-development and co-production processes. The incumbent will work together with the assigned CARE international staff who will provide strategic direction and support to CARE’s role in
the project.

Responsibilities:
Job Responsibility 1: Project planning, coordination, and management:
  • Act as the CARE’s focal point in the consortium, supporting communication within the CARE assigned team and CARE W2-SIP Capacity Building Officer while also liaising and communicating with other partners as needed to ensure effective project coordination
  • Develop and maintain strategic partnerships, and represent CARE in relevant workshops, events, meetings, and networking events
  • Supervise the management of project staff and project/field operations
  • Ensures that the project interventions are implemented according to the project guideliens, agreed upon plans and signed agreements
  • Monitors the implementation of project and documents progress on project objectives and areas for correction, and ensures that appropriate follow-up actions are taken
  • Maintains an updated work plan to all of CARE’s W2-SIP activities
  • Provide effective budget oversight and monitoring in line with CARE’s operational procedures
  • Ensure that project is implemented in a cost-effective manner, within the approved budget framework and ensuring the donor requirements are met on spending at the forecasted level every quarter
  • Responsible to produce and ensure early preparations of narrative reports and financial reports according to donor standards and compliance
  • Completes all CARE performance management activities including: performance planning, monitoring, and annual performance appraisals.
Job Responsibility 2: Linking and Networks connection:
  • Link delivery agencies to ICPAC, Greater Horn of Africa Climate Outlook Forums (GHACOF), and relevant climate services actors and processes in the region
  • Support and promote collaboration across interlinked regional initiatives including current and upcoming WISER projects
  • Ensure CARE’s contribution to W2-SIP and co-production knowledge is shared with the SSN TRANSFORM WISER project
  • Establish and maintain formal and informal communication mechanisms with consortium members, regional partners, donors and other stakeholders particularly in the weather and climate information services sector
  • Actively participates in the project steering committee and Technical Advisory Committee to ensure the project direction is in line with CARE’s inputs on co-production and that new information, innovations and lessons are shared and capitalized on.
  • Establish links on coproduction and climate knowledge brokering between ICPAC and relevant Universities in the GHA region who are involved in CSRD (University of Nairobi, Makerere, Sokoine). This includes meetings, training module development and other regional WISER events.
Job Responsibility 3: Co-development and Co-production of climate services:
  • Design and conduct regional scoping and user mapping meetings in five East African countries
  • With ICPAC, facilitate dialogue between regional users (i.e. Food Security and Nutrition Working Group (FSNWG) and the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI)) and providers to match climate information products with user decision making needs, processes and systems to enable actionable information at regional and national levels
  • Support the design & publication of ICPAC guidance, training materials, policy papers and communications on co-development and co-production of climate services
  • Build on existing approaches such as PSP, FEWSNET scenario development under FSNWG, FCFA Climate Risk Narratives (CRN), forecast based early warning approaches and services developed by the BRACED programme and others.
Job responsibility 4: Innovation and learning:
  • Promote innovative communications across the full coproduction value chain, linked to user organisations and assisting users to make decisions based on potential impacts through and with user engagement
  • Study current Monitoring and Evaluation approaches among key climate services user programmes and seek for innovative ways to measure change in capacity for knowledge brokering and learning on climate services
  • Incorporate robust user based monitoring and feedback systems to ensure information on actual use and impact of accessed climate products informs flexibility and improvements in climate products and the coproduction approach
  • Ensure W2-SIP is appropriately linked and sharing information and learning with WISER TRANSFORM.
Job Responsibility 5: Capacity Building of ICPAC and Stakeholders:
  • In collaboration with the CARE assigned team, provide support and backstopping to the CARE W2-SIP Capacity Building Officer
  • Contribute towards the strengthening of ICPAC skills in facilitating multi-stakeholder learning processes, climate knowledge brokering, decision making processes and user feedback through training, on-going mentoring and regular reflection spaces
  • With ICPAC, develop guidelines for user centred co-production of climate services and link with the TRANSFORM project. Within this, support the development of Standard Operating Procedures (SOPs) for climate information services
  • Work with ICPAC to shape GHACOFs to be better suited to user and decision-maker needs, more participatory and with a broader focus beyond the seasonal forecast
  • Design and ensure delivery of stand alone trainings with IPAC and regional bodies and users on user based coproduced climate services;
  • o Design and ensure quality facilitation of innovation and learning events with ICPAC, regional bodies, and national met agencies at the OND GHACOF meetings

Qualifications

Accountability Officer
CARE’s committed to meeting international standards of quality and accountability when responding to emergencies. Responding to humanitarian crises means that CARE staff may potentially exercise significant power over stakeholders, particularly affected communities. To ensure that CARE earns the trust and respect of those we are serving, we need to be sure that we are being accountable to them. By improving accountability, we also improve the quality and performance of our response in meeting essential needs and so achieve greater impact.

The overall objective of the position is to ensure CARE’s accountability system in its Refugee Assistance Program (RAP) is working as required, all the stakeholders are aware of it and the system is in use. The position will be key in supporting CARE RAP at the camp level in its efforts to strengthen quality and accountability. In addition as a member of Program Quality & Learning Unit (PQLU), participate in Monitoring and Evaluation of the Refugee Assistance Program.

Responsibilities
Plan and organize information sharing and strengthen the complaint and feedback mechanisms
  • Take lead in the management of the Complaints and Feedback Mechanism for all CARE projects/programs in Dadaab.
  • Take lead in disseminating CARE’s Accountability Framework and Policy.
  • Address all the complaints received through the various available channels (hotline/SMS, email, focal point persons, suggestion boxes etc.) while respecting ethical and professional behaviour in accordance with CARE’s standard operating procedures and guidelines.

Working Conditions:
The position is based at Dadaab Main Office (DMO) with frequent movements to Dagahaley, IFO and Hagadera camps as well as any other extension camps and programme sites. Dadaab is a none-family working station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement within the camps and to and from Garissa must be under police escort (scheduled and special convoys). The incumbent must strictly adhere to security instructions all the time including, but not limited to radio communication. It is a six days work station with a compensatory time off according to CTO policy. The incumbent will be required to travel to Nairobi office and perform official responsibilities on need driven basis.
The holder shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

Key Account Manager
Reporting to: Sector Manager

The job holder will be Responsible for the development and achievement of sales targets and revenue margins through the customers. Furthermore, he/she should ensure that all the aspects impacting the customer accounts are well managed and eliminate any barriers in achievement of sales targets.

Responsibilities
  • Achieve the sales targets through new and existing business within the sector.
  • Manage client base churn.
  • Pipeline Management and Account development planning.
  • Monitor the profitability for customers and propose the appropriate plans.
  • Conduct joint customer meetings to drive volumes and profitability.

Qualifications
  • Relevant Business degree in Sales, Marketing or Economics, MBA would be an added advantage
  • 3 - 5 years’ experience in Marketing Management, Sales management, Relationship management
  • Experience in high dollar value consultative selling and relationship management preferably within major account

Job Purpose: To advise Management and the Board on all Legal and regulatory matters pertaining to the Authority.

Responsibilities
  • Preparing and organizing Board Meetings in compliance with all the laws, regulations and procedures.

Auditor, Information Systems
Reporting to the Senior Manager, Information Systems Audit, the IS Auditor will give objective and independent assurance that the bank’s Information Systems are appropriate, well utilized, reliable and secure while giving commensurate recommendations on areas of improvement.

Responsibilities
  • Contribute in conducting cyber risk assessment for assigned audit assignments
  • Perform IT general and IT application control reviews on information systems to give assurance on effectiveness and efficiency of control environment, and compliance to KCB Group policies and Central Bank of Kenya (CBK) Prudential guidelines.
  • Perform independent threat and vulnerability assessment tests and report on cyber risks and controls of the ICT systems within the bank and other related third-party connections.
  • Conduct comprehensive penetration tests of the bank’s web-based applications, mobile applications, networks and ICT systems to assess the effectiveness of the cyber security framework implemented by the bank.
  • Documents the results of audit work in accordance with internal audit guidelines and the Institute of Internal Auditors (IIA) standards.

Qualifications
