REPORTS TO: EDD Department Manager, and Principal Investigators for specific projects.
BUDGET AND RESOURCE RESPONSIBILITY: The position is responsible for oversight of research grant budgets and project assets.

Responsibilities
  • Ensure effective project plans are in place for EDD projects, working with the Principal Investigator and project team to develop these and monitor their implementation from initiation through to implementation, monitoring, evaluation and closure; identify when projects are not running according to plan and initiate corrective action.
  • Take responsibility for the day to day management of specified EDD projects, working with colleagues in the EDD Operations team and central administrative functions, including finance, procurement, HR and IT.
  • Ensure that project reports, publications etc. are prepared, reviewed and submitted on time and in line with KWTRP institutional policies and external regulations.
  • Organise and maintain project information in a systematic and secure way, including contracts, standard operating procedures, regulatory documentation and reports to sponsors.
  • Work with the Department Accountant and KWTRP Finance function to ensure project finances are monitored and managed in accordance with institutional policies, and take steps to ensure that projects remain within budget.
  • Work with colleagues in EDD and the Research Office to prepare and submit regulatory documents to sponsors and regulatory bodies, obtain approvals for projects’ start, continuation and amendments, and ensure protocols are uploaded and kept updated on the KWTRP Protocol Tracking System.
  • Work with EDD data managers and the KWTRP data governance officer to ensure collection, storage and access to research data is in compliance with institutional, governance, funder and publisher requirements.
  • Manage internal and external communications for specific projects, including organising meetings and events, updating website content and engaging with the media working with the KWTRP communications department.
  • Manage information, prepare reports and have oversight of key operational processes in the Department, e.g. monthly management dashboard, proposals folder, staff contracts, risk register.
  • Supervise and mentor junior staff within the Department Operations team as required.
  • Assist and deputise for the Department Manager.
  • Perform other duties as may be assigned from time to time.
Qualifications
Essential qualifications and experience
  • Masters Degree in a relevant subject, which may include medical or natural sciences, Business Management or administration.
  • Relevant Bachelors Degree.
  • At least eight years’ work experience in high-level administration/ project management, ideally in the academic, research or development sector.
Desirable
  • Project management qualification.
  • Line management experience and/or matrix management of a team.
  • Experience of communications and information management.
  • Experience of regulatory and compliance issues in health research.
  • Experience of negotiating and/or reviewing contracts for research.

The Mt Kenya Program Associate will be responsible for leading our current operations and future growth in the Mt Kenya region, an area critical to achieving our highly ambitious scale goals. The role will be based in Nyeri and will be required to build upon our newly established program to expand operations around the Mt Kenya area. Additionally, they will be required to build for scale for future operations. Specific responsibilities include:

Hiring, Management, Mentorship, and Acceleration of Field Team
  • Regular check-ins and management with the regional field team’s Senior Field Director to support on the week-to-week execution of their work (soon to be a team of ~60 people)
  • Monitor key performance indicators around impact, enrollment and repayment with appropriate triage and follow up as necessary
  • Invest in the team’s professional skills through targeted mentorship and weekly check-ins with Senior Field Director, to enable them to take on more responsibility and grow their career at One Acre Fund
  • Take the lead on hiring all future team members, with the expectation that the team will continue to grow aggressively in coming seasons
Executing on Key Planning for Further Expansion around Mt Kenya
  • Run scouting surveys in all potential expansion areas to determine crop preferences, interest in the program, etc. and determine the most feasible areas to work
  • Review last year’s performance with key stakeholders and run various analyses on KPIs and the scouting data to determine expansion plan for the pilot for the following season
  • Draw on the strategy throughout planning and execution to ensure that it is brought to life
  • Conduct liaison with Government Relations’ staff to ensure adequate permissions are in place to work in new areas.
  • Be adaptable and ready to implement several different contingencies.
Continue to develop operations
  • Work closely with systems team to build robust operations for scale as we grow in the region
  • Monitor and control efficiency of operations in region and plan accurate estimates of budgetary requirements

Lead Strategic Research and Analysis to Increase Scale
  • Using past performance data, determine further research needs to continue to expand in Mt Kenya

The Regional Climate Services Co-Production Project Manager is primarily responsible for providing overall project management and technical support to CARE’s deliverables under the W2- SIP consortium project. The position will work closely with the consortium of partners (ICPAC, NCSU, IRI ENACTS, UK Met Office), with the targeted networks and platforms (IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI), Food Security and Nutrition Working Group (FSNWG), Greater Horn of Africa Climate Outlook Forum (GHACOF), Kenya National Meteorological and Hydrological Services (NMHS) and with other regional initiatives and WISER projects) to facilitate the co-development and coproduction process of relevant climate products and services. A major aspect of this role will be to support improving ICPAC’s capacity and role in facilitating dialogue and linkages between providers and users of climate services and information to ensure that user needs are met. This will contribute to better decision making and planning as information provided will actionable. Another key aspect of the position will be to oversee the Coproduction Capacity Building Officer to ensure that effective capacity is being built at ICPAC around co-development and co-production processes. The incumbent will work together with the assigned CARE international staff who will provide strategic direction and support to CARE’s role in
the project.

Responsibilities:
Job Responsibility 1: Project planning, coordination, and management:
  • Act as the CARE’s focal point in the consortium, supporting communication within the CARE assigned team and CARE W2-SIP Capacity Building Officer while also liaising and communicating with other partners as needed to ensure effective project coordination
  • Develop and maintain strategic partnerships, and represent CARE in relevant workshops, events, meetings, and networking events
  • Supervise the management of project staff and project/field operations
  • Ensures that the project interventions are implemented according to the project guideliens, agreed upon plans and signed agreements
  • Monitors the implementation of project and documents progress on project objectives and areas for correction, and ensures that appropriate follow-up actions are taken
  • Maintains an updated work plan to all of CARE’s W2-SIP activities
  • Provide effective budget oversight and monitoring in line with CARE’s operational procedures

  • Completes all CARE performance management activities including: performance planning, monitoring, and annual performance appraisals.
Job Responsibility 2: Linking and Networks connection:
  • Link delivery agencies to ICPAC, Greater Horn of Africa Climate Outlook Forums (GHACOF), and relevant climate services actors and processes in the region
  • Support and promote collaboration across interlinked regional initiatives including current and upcoming WISER projects
  • Ensure CARE’s contribution to W2-SIP and co-production knowledge is shared with the SSN TRANSFORM WISER project
  • Establish and maintain formal and informal communication mechanisms with consortium members, regional partners, donors and other stakeholders particularly in the weather and climate information services sector
  • Actively participates in the project steering committee and Technical Advisory Committee to ensure the project direction is in line with CARE’s inputs on co-production and that new information, innovations and lessons are shared and capitalized on.
  • Establish links on coproduction and climate knowledge brokering between ICPAC and relevant Universities in the GHA region who are involved in CSRD (University of Nairobi, Makerere, Sokoine). This includes meetings, training module development and other regional WISER events.
Job Responsibility 3: Co-development and Co-production of climate services:
  • Design and conduct regional scoping and user mapping meetings in five East African countries
  • With ICPAC, facilitate dialogue between regional users (i.e. Food Security and Nutrition Working Group (FSNWG) and the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI)) and providers to match climate information products with user decision making needs, processes and systems to enable actionable information at regional and national levels
  • Support the design & publication of ICPAC guidance, training materials, policy papers and communications on co-development and co-production of climate services
  • Build on existing approaches such as PSP, FEWSNET scenario development under FSNWG, FCFA Climate Risk Narratives (CRN), forecast based early warning approaches and services developed by the BRACED programme and others.
Job responsibility 4: Innovation and learning:
  • Promote innovative communications across the full coproduction value chain, linked to user organisations and assisting users to make decisions based on potential impacts through and with user engagement
  • Study current Monitoring and Evaluation approaches among key climate services user programmes and seek for innovative ways to measure change in capacity for knowledge brokering and learning on climate services
  • Incorporate robust user based monitoring and feedback systems to ensure information on actual use and impact of accessed climate products informs flexibility and improvements in climate products and the coproduction approach
  • Ensure W2-SIP is appropriately linked and sharing information and learning with WISER TRANSFORM.
Job Responsibility 5: Capacity Building of ICPAC and Stakeholders:
  • In collaboration with the CARE assigned team, provide support and backstopping to the CARE W2-SIP Capacity Building Officer
  • Contribute towards the strengthening of ICPAC skills in facilitating multi-stakeholder learning processes, climate knowledge brokering, decision making processes and user feedback through training, on-going mentoring and regular reflection spaces
  • With ICPAC, develop guidelines for user centred co-production of climate services and link with the TRANSFORM project. Within this, support the development of Standard Operating Procedures (SOPs) for climate information services
  • Work with ICPAC to shape GHACOFs to be better suited to user and decision-maker needs, more participatory and with a broader focus beyond the seasonal forecast
  • Design and ensure delivery of stand alone trainings with IPAC and regional bodies and users on user based coproduced climate services;
  • o Design and ensure quality facilitation of innovation and learning events with ICPAC, regional bodies, and national met agencies at the OND GHACOF meetings
  • Support engagement and capacity-building with all users and producers as needed.
Authority
1. Spending Authority:
Spending up to a maximum of Kenya Shillings 350,000 as stipulated in the CARE financial policy.
2. Supervision:
The Project Manager is responsible for supervising the Capacity Building Officer.
3. Decision Making:

Working Conditions
  • The incumbent is based in Nairobi. His/her time will be split between the CARE office and the ICPAC office, where it is anticipated they will be seconded several times days a week.
Qualifications
1. Education:
M.Sc/M.A degree from a recognized institution/university in the following areas: climate change and society, meteorological sciences, Disaster management, International development, or other relevant field.

2. Experience
  • Preferably a minimum of 7 years relevant professional experience in development of climate change or related sector operations, project management, policy formation, capacity building, early warning systems, community based development programming, or closely related fields
  • Experience in the development of climate information services and products
  • Experience building capacity of government and regional institutions and actors
  • Understanding of climate risks and vulnerabilities in the East Africa region
  • Work experience in an international organization is an advantage
3. Skills and Competencies
  • Analytical skills: Proven writing and analytical skills in climate change operations; ability to initiate innovative approaches and originality at work; sound analytic, conceptual and strategic thinking
  • People Skills: Proven ability for team-working and multi-tasking; resourcefulness, attention to details and client orientation; Ability to provide leadership and strategic guidance to team. Demonstrated ability to listen to and support project staff and partners, and to work with communities in a sensitive and participatory manner.
  • Communication Skills: Well developed written and oral communication skills in English. Able to communicate clearly and sensitively with internal and external stakeholders.
  • Computer Skills: Basic computing skills including Microsoft Word, Excel, PowerPoint, and Outlook. Preferably skills related to virtual network communication using the Internet.
  • Integrity: Works with trustworthiness and integrity and has a clear commitment to CARE's core values and humanitarian principles.
  • Resilience/Adaptability and flexibility: Ability to operate effectively under difficult circumstances. Willing to travel up to 30% of time.
