Reporting to: Chief Technology & Information Officer
Department: Technology Division

The incumbent will play a critical role in managing a portfolio of technology projects that will include both infrastructure and software deployments. She/he will need to understand key activities, deliverables, timescales and resources necessary to deliver projects on time and within budget. She/he will also manage resources assigned to fulfil those requirements using recommended implementation methodologies, lead implementation planning, control project plans and overall execution.

Key Accountabilities
  • Manage delivery schedules and budgets to ensure project delivery is on time, within scope and in budget
  • Use of standard project methodology and tools to track progress against deliverables
  • Lead and manage project and resource schedules
  • Manage third party and specialist resources assigned to projects
  • Identify, manage and mitigate risks that may impact projects
  • Use of appropriate verification techniques to manage changes in project scope, schedule and costs
  • Measure project performance using appropriate systems, tools and techniques
  • Enforce quality gates in all the projects and programs within the domain
  • Relationship management with clients and key stakeholders
  • Prepare sound communication plans and manage information dissemination
  • Communicate project activities including progress, budget, risks and issues to relevant stakeholders as defined by the communication plan
  • Complete weekly status reports and steering committee presentations
  • Create and maintain comprehensive project documentation throughout the project
Academic/ Professional Qualifications
  • Bachelor’s Degree in Business, IT, Telecommunications or other related field from an accredited institution of higher learning
  • Must be a fully qualified and accredited project manager
  • Minimum 7 years’ experience in managing projects with experience of  managing complex technical systems such as billing platforms, ERP, CRM etc.
Professional Knowledge & skills
  • Excellent communication, interpersonal and presentation skills with clearly demonstrated methodologies to keep project teams and stakeholders well informed.
  • Commercial awareness and excellent negotiation skills
  • Strong MS Office skills including Microsoft project.
  • Project Management Professional (PMP) or certification
  • Certified Scrum Master (CSM) certification
  • Any experience in the following areas is a plus:
  • Business Process analysis/modelling
  • Telecommunications

Reporting to the Finance Manager, the jobholder will support MobiGrow Program at Country and Regional levels in Financial planning, Budgetary control, Cost Control and reporting. Monitor Spend by Country/Program level highlighting areas that need attention, ensuring budget spend by each funder (Partner MCF and KCB) is accurate and producing relevant timely and accurate financial reports.

Responsibilities
  • Costs Control: provide leadership for budget preparation, formulation, presentation and execution as per proposal while entailing direct funding as well as in kind funding.
  • Grant/ Fund Management: financial oversight of the successful implementation of the Fund/Grant ensuring partner compliance, contractual obligations and accurate and quality financial reporting.
  • Budgetary Formulation: work with the Program Team in preparation of yearly budget realignments/revisions.
  • Consolidate the quarterly, midterm and annual country and program budgets as per requirements of the Program.
  • Work with Program Managers and Head of the program to evaluate the performance of the Program.
  • Reporting: generate Ad-hoc reports for overview of the financial status of Program as a whole, showing spend to date, variances hence advising Program Managers on correct course of action.
  • Internal Audit Support: work in collaboration with Finance and Administration Manager to monitor and review accounting and related system reports for accuracy and completeness; report to the Program managers accordingly providing an overview of the financial status of all program operations.
The Person
For the above position, the successful applicant should have the following:
  • University Degree in a Business related field from a University recognized by Commission for Higher Education.  Masters in a relevant field will be an added advantage.
  • Fully qualified Accountant (CPA, ACCA, ACA or equivalent).
  • At least 4 years experience in Financial Management, Planning and Reporting.
  • At least 3 years experience in managing Donor / Partner Funded budgets; preferably the MasterCard Foundation Program budget will be an added advantage.
  • Sound knowledge of the financial industry, Accounting principles and regulatory guidelines.
  • Excellent planning, problem solving and analytical skills.
  • Strong attention to detail; excellent report writing skills.
  • Knowledge and hands on experience in office automation tools.

The Program Manager will be responsible for overseeing the implementation of the CIFF funded project by ensuring an increase in the Identification and viral suppression rates among adolescents living with HIV in Siaya County. This individual will be responsible for planning, coordinating and providing strong leadership to the project team.

Responsibilities
Key responsibilities include but are not limited to:
  • Oversee effective program implementation for the Siaya Adolescent HIV Initiative – increasing identification and viral suppression rates among adolescents as per organization and donor guidelines
  • Oversee program monitoring, evaluation and reporting
  • Support the development, implementation and routine monitoring of the programmatic annual work plan in collaboration with the team
  • Oversee timely submission of project reports as agreed with the donor and other stakeholders
  • Ensure achievement of organizational and donor targets through the team
  • Supervise the direct reports and ensure work delivery in the region
  • Review the analyzed quarterly facility programmatic reports and provide feedback to the stakeholders
  • Contribute to budget preparations as well as monthly, quarterly and semi-annual reports in a timely and accurate manner
  • Play a lead role in capacity building activities such as trainings, CMEs and other innovative training modalities to MoH staff in supported facilities
  • Oversee the establishment and management of relationships with  the Ministry, county, health facilities, partners and stakeholders in Siaya County
  • Assist with the conceptualization, designing and conducting of operational research
  • Document project achievements including publications
  • Additional responsibilities as may be assigned by the supervisor
Experience
Required Competencies, Skills and Experience:
  • A degree in nursing, clinical medicine, public health, or equivalent health related field
  • A Master’s degree is an added advantage
  • At least five years’ experience in implementing a health program
  • Experience in OVC or adolescent health programming is an added advantage
  • Ability to identify problems, design interventions and oversee their implementation
  • Ability to work well with others, supervise staff, develop and maintain relationships with project staff and other partners
  • Ability to use Word and PowerPoint to develop presentations and Excel for moderately complex spreadsheets
  • Excellent writing and oral communication skills

The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental organization that carries out high quality, policy-relevant research on population, health and education issues facing sub-Saharan Africa. Our goal is to generate evidence for meaningful action to improve the lives of all Africans.

APHRC is looking to recruit a policy analyst with a firm grasp on the continent’s approach to population health and wellbeing to join its Policy Engagement and Communications (PEC) division.

Responsibilities
  • Provide a landscape of opportunities, key players, existing policies and policy gaps related to the signature issues that anchor the 2017-2021 Strategic Plan, cutting across all six Research Units and incorporating APHRC’s commitment to improving research leadership around the continent
  • Understand the current policy environment at regional and national levels with respect to APHRC’s signature issues; identify and determine where there are potential entry points for engagement
  • Collaborate with APHRC’s research leaders, particularly at the Unit level, to ensure a holistic approach to our mission of generating evidence and engaging policy to inform action on population health and wellbeing
  • Generate recommendations as to how achievement of long-term policy goals can be incorporated into research proposal development
  • Strengthen internal capacity for policy analysis
  • Support the PEC division’s outreach efforts by leading and/or contributing to campaigns and projects to bring greater awareness to the opportunities availed by evidence-informed approaches to decision-making
Skills and Qualifications
  • A Master’s degree in public policy, health policy, international relations, economics, health sciences, political science or any related field. PhD desirable
  • Demonstrable track record in policy analysis and review, including landscaping, mapping and trend analysis
  • Demonstrated interest in issues related to global health and social policy
  • Excellent analytical skills
  • Ability to communicate clearly and effectively, and able to transfer those skills to others
  • At least five years of work experience in policy analysis, landscaping and mapping, strategy development, preferably at an international or research organization
  • Excellent writing and editing as well as strong presentation skills
  • A resourceful self-starter with good organizational and networking skills
  • Ability to work independently to fulfill team goals and manage multiple deadlines
  • Experience conducting literature reviews and qualitative research, with a publication track record
  • Proficiency in French desired
